Yeah it would have been much much better if they hadn't included the drug dealer character at all. Or at least have him join together with his community at the end, or do something to make him less cartoonish. I don't want to give them too much benefit of the doubt, but maybe it was too much for the network to have 100% of the antagonists be cops. Which is such a bummer because having not just bad apples but an entire precinct be corrupt and sadistic, without both-sides-ing it with a "well they did it to stop guys like this," would have been a much more thought-provoking and radical message.

Yeah, the “you give us a bad name” kind of comment was lame... it didn’t make much sense either. I wouldn’t be surprised if the entire writers table was non-poc.
