If I were a DM using the chromatic plating I think it would be fun to present it as a gift/service from some eccentric wizard but advertise it as just a color change. Imagine the chaos when the weapon suddenly explodes into a giant fireball on the next crit!

Don't believe it was said, but the wand seems better as a storytelling device used by the big bad before the campaign, and when it triggers it releases the party as strangers to each other, but with a pre-set united cause against the big bad.

The wand idea is similar to Crook of Rao, if anyone is interested in a bit more balanced idea.
