Danzo has always been very ambitious person. His ambition was to become Hokage.

He had hoped that the Raikage would take this chance to attack the leaf, so after he became Hokage, he could get an excuse to declare war on sand and cloud.
But the Raikage fought alongside Hiruzen. On top of that, that girl Tenten, somehow saved Bee, the Jinjuriki and became a Jinjuriki herself. He had hoped that the impulsive Raikage would demand the eight tails back. And he would take that chance, to save the girl and pull her under his faction. With the girl under him, he would also get the nine tails Jinjuriki free. But again his plan shattered to pieces when the Raikage Aye didn't persue the matter.
When Hiruzen was alive, he was unable to touch either of them due to his intervation. And now when he is dead he still couldn't touch them because of overwhelming public support.
He had thought that once he became Hokage, they would automatically follow his orders. But that dream also shattered when Shikaku Nara revealed the last will of Hiruzen.
Tsunade Senju, Uzumaki Naruto and Hugarashi Tenten, those three where is successor candidates.
Due to there overwhelming public support he was unable to say anything against it. Hiruzen had made sure that even after years of his death he wouldn't get the position of Hokage. He had already promoted the next generation.
That time he could only greet his teeth and accept his defeat. But he believed that he hasn't completely lost yet.
There was a chance when during a miss ranked mission, the girl sealed another beast inside her. But that proved very fatal for her. So they had to do some ritual to save her.
