Yes, that appears to be his actual name, as evidenced by this season 22 screenshot:

One of Nelson's two cronies, Yellow Weasel was immortalised in the show's intro for many years, torturing a victim in a bin:

But beyond this fraction of a second, and the episode Bart The General, he is not often utilised. Keep an eye out for him in many background shots though!
