To upload as both quest and pc, open the "OPEN ME" scene and upload the avatar as you normally would. Then copy the blueprint ID from the inspector when you click on the avatar. Open the Quest scene and paste that blueprint ID into the blueprint box in that scene too. Open SDK and switch target build to android (You must have the android build plugin for unity) and build and publish.
