Waking up in her kennel carrier with her holes filled (for satiability and entertainment during the trip), Pepper wondered where they taken her. The air was so cold coming out of the Experimental Division HQ and they were traveling for so long that Pepper was beginning to feel a little raw around her precious puppy parts.


The room she saw through the grate was astounding though, and soon Pepper was left in amazement as her handlers brought out a dress to put her in. She had not worn anything remotely human like or that hadn't been modified in some lewd way in what felt like forever. Though she was still fitted with all her standard compet issued gear; the new covers on her stumps and the tightly fitted dress made her feel kind of pretty and normal for a few moments.


Those feeling faded pretty quick has she was leashed and walked out into a elaborately decorated hall with men & women dressed in elegant attire towered above her. Banners saying "FBP New Years Gala" were hung in various locations and soon Pepper learned why she was there.


Anyone who was anyone involved in or with the bureau was here, making it a perfect place to share plans and get funding for the year to come. Pepper had become a poster child for a "New Breed" of petgirl. She was going to be shown off to the movers and shakers, not just as a tapered puppy, but a refined posh pet for the elite. Images of celebrities' and politicians with their small dog being used as comparisons.


Was bad enough being used as a object in these conversations and only being able to bark. The amount of puppy talk, praise, pettings, and rubs was humiliating as well. Worst though was picture time, as she was brought outside into the snow. Much to her relief and dismay she wouldn't be alone. Several party goers wanted pictures with Pepper. Their warm laps curious hands, and roaming fingers made the typically reluctant pup eager to take photos with anyone she could to ward off the cold during the shoot.
