Yeah, it's unfortunate how this episode is half filler half canon. Thankfully this is a rare case in One Piece, in terms of important moments being left in a filler episode. Usually there's a clear separation between filler/canon content.

To answer your question in the reaction so you can get a spoiler-free response: The difference between a saga and an arc, at least in the case of One Piece, is that an arc is typically a self-contained story that is resolved usually in a single setting, such as Loguetown for example. A saga is the same thing, but on a larger scale, with multiple arcs contributing to a large, overarching story that unfolds over time. An example of a saga you've already seen is the Paramount War saga, which is made up of five arcs.

So, just a few points: 1. Warlords and Emporers aren't really in a hierarchy with each other, per se. Warlords are strong pirates hired on by the World Government, becoming that world's equivalent of privateers. Meanwhile Emperors just seem to be those who have the most power in the New World. 2. Just a slight warning about the Dressrosa arc: it is infamous for its horrible pacing, in terms of how tries to stretch each chapter of the manga's story for an episode. Granted, it might be mitigated this go around, since you're already doing these three episode bursts every ONE PIECE DAAAAAAY (sorry, had to), so it might not be as noticable. 3. Trust me when I say the Mingo having Ace's fruit is going to be the LEAST surprising revelation in this arc.

Not really. There are multiple instances of important canon stuff being in filler episodes of One Piece. Traveling into the Calm Belt was in two filler episodes. Going over Reverse Mountain started with half the episode being filler. Ace giving Luffy his Vivre Card was in a filler episode. Nami talking about using the money from Skypeia to fix the Merry was in filler. The explanation of the aquarium on the Sunny (and Luffy putting a shark in it) was filler. The introduction to the Shark Submerge was in filler. I would in fact say that One Piece probably does it the most out of any anime that I have watched.
