About the dugong thing it's said the legend of mermaids started because the long journy in the sea some people started confusing animals with woman... the dugong(animal) is how mermaids started, so basically calling kokoro a dugong is a meme from oda (sorry for my shit english)

I think the scenes around the backstory weren't even subtle enough for Oda standards. It would have been better if the name "Rob Lucci" hasn't appeared once in the marine conversation. It would have worked as well if he was simply this mysterious figure that everyone has a vague idea of because of the events 15 years prior. It makes simply no sense that everyone on the ship (even if it is from the marine headquarters) knows the name "Rob Lucci" – which is exactly the name this man used to go undercover (!) for five years in an exposed position. There should be no way that this isn't a fake name... or someone really wanted to sabotage the success chance of this mission.

Franky's a decade older than he looks in that flashback. He was 26 when Tom was taken away and he was hit by the sea train. That was 8 years ago, so in the present he's 34, making him quite a bit older than every Straw Hat save Robin (but he's still got 6 years on her), as every other Straw Hat is a teenager. Though arguably Chopper isn't a teen still, at least mentally, since he was a straight reindeer until he ate his Devil Fruit.
