This is how I currently arrange Gretta's palette. This art style has a 3  step ramp for most materials, with white specular highlights or 30% white on duller materials. 

I took me a bit to of time to find the right values/contrast, as there are many ways to go about it. I referenced some older Japanese game CG (such as the Viper stuff) and cross referenced many other artists who use cel shading as their predominant form of coloring their work. I found that ramp values of about 20% apart work well for my tastes. After everything is rendered, there are some softer light fx and blooms on shiny things like metal.

Makes good sense since many of the later Viper games such as RSR were actually done from painted cels.
