Will the next chapter feature the battle of Highgarden, or does Tywin need more time? I would he would expect he will attack as soon as he can, because the Tyrells might start getting some of their new construction if he waits too long.

I don't plan to tell the battle of Highgarden next chapter, no (of course sometimes my plans go awry too). The Battle at the Wall will take a very big part, and there will be the aftermath of the Second Battle of King's Landing. Both are going to get very bloody... As for Tywin he needs time to repair the damage he took at Dustonburry and resupply. Baelor delayed his offensive by more than ten days for sure.
