The map for the readers who have read the chapter 56 of the Dance is not Over.

As you can clearly see, the control the Braavosi Navy has over the Pentoshi lands is limited to the coast, and even there their control is awfully limited.

They have boots on the ground on the named settlements, but everywhere else, it's very threadbare. Braavos does not have the manpower to control more than that, and this high tide is because the Pentoshi didn't build up sizeable forces to defend their lands and naval area of influence.

Braavos has not yet captured Sidorys, which was their first big target, and well...Argilon and Kaleos are not Sidorys.
