Civilization Contract Record for Paola G. Feti
Please consider the cataloged incidents carefully before tendering your response.
Analysis Directives:
1. Due to frequent periods of expansionism, there exist unsurveyed and uncontacted worlds within the borders of the Prime Galactic Regency.
2. In the event that one of these possessions is found to be inhabited by intelligent life, it is the duty of the Prime Galactic Navy to establish contact with this world, and ascertain how to best begin supporting the world in its new role as a Regency member.
3. “Low-tech” planets operating below the boundaries of Type I on the modified Kardashev scale are to be convinced of the benefits of integration without exercising control through violent application of more-advanced technology whenever possible.
First Contact Incident #1: CARCHA
Former Systematic Designation: Ilgol II
Technology Classification: Proto-Industrial
Contacted Civilization Type: Empire, Dynastic Monarchy (Type 2F)
Incident Report: Commander Feti arrived in the Carchan Imperial Court and issued a challenge to the planetary leader (See entry: Emperor Shukk). She demanded a duel for rulership of the planet.
Said ruler delegated the actual fighting to a champion, who Commander Feti wounded before breaking his spear over her knee and accepting his surrender.
Nominal control of the central political system was formally turned over to Commander Feti and her crew within the hour. She ceremoniously returned it to the established monarch. A document signed by both parties attests to an understanding that the Emperor’s position of power is to be used to hold Carcha “in continued safekeeping” for the Regency without any immediate changes in his status.
As ever, it remains to be seen what difficulties implementing Regency law will involve, but limited introduction of medical supplies and agritechnology have already been welcomed by the populous at large.
RESULT: Unqualified success. Commander Feti’s approach considered within the best traditions of a Regency noble championing personal and societal honor.
NOTE: This was the last occasion on which Commander Feti’s observance of first contact protocol was considered acceptable by her direct superiors.
