Raphtalia from Rising of the Shield Hero. She wears an iconic swimsuit on the beach. I would love to see her hogtied with rope and a red ball gag!

Nami or Nico Robin from one piece there are load to choose from. Frogtied with ropes/sea prism stone if Robin set on a navi ship. They could of just been captured by the world government. As for gags I would say ball, panel, tape, ring gags or all of them ;) I would of suggested Boa Hancock but I have no idea if she has been in a swimsuit in the series :(
