Hitman 47 is near unstoppable when able to engage on his own terms- that's what makes him so valuable. The ICA needs him eliminated, and for that they have sent in their most elite operatives: the Saints.

If allowed time to plan and operate on his own, it's entirely possible 47 can handle the entire team of Saints coming down on him. Instead, a distraction is in order. He needs to be pulled to something abruptly, something with a high enough level of emergency he will be forced into the light before he is ready. The ICA has decided to go after the president's daughter.

The mission here is not simply to capture Ashley. If given a hostage situation with an indefinite end, 47 will be afforded a luxury of time. The ICA would show their hand, proving they are unwilling to simply execute targets and need them as bait. No, Ashely will be eliminated- swiftly and without mercy. The threats that follow will then be taken with urgency, and provide the only opportunity to force 47 to act rashly enough to be off-guard.

Capturing the president's daughter will be no difficulty. A single Saint will be dispatched to handle the job, while the rest await further orders.

Do it quietly.
