The northern water tribe was never interested in diplomacy. The moment they started occupying the Southern tribe with their military, they instigated a violent act. I wouldn't doubt the Avatar's instinct on this one, she was right to be distrustful its just very apparent that her skillset in navigating sociopolitical landscapes is unrefined. Raiko is a classic politician (i.e. the photograph moment) that leans on inaction. The talk about neutrality this season is interesting, because people often equate it with doing nothing. There's nothing neutral when there is a clear power imbalance in oppression and subjugation of populations.

Yeah diplomacy or centrism regarding invaders is nearly equivalent to siding with invaders. The invaders shouldn’t even be at “the discussion table” in the first place, it’s sovereign land and they’re imposing themselves on innocents without reason. War isn’t good and not wanted but what do you do when another force is literally at your shores and in your towns? Difficult. But yeah, Korra is not very politically smart. She should have known what kind of person Raiko was and worked him differently (similarly to what Varrick was planning on doing, honestly—although that might take too long I guess). Raiko is also foolish. He’s basically a stand in for pre-WW2 Appeasement tactics. Doesn’t really work that well all the time. Also you could imagine if Raiko would feel the same if it were his city invaded by another force. Would he still just want diplomacy?
