Those of you that followed us from the end of Sins Fugue should remember that at the end of the story, the Librarian and the Sins worked out a bargain for bringing demons to the Human Realm. Thus, the Agency was born!

For those of you that are new to Sins, the Librarian is one of the former Rulers that the Sins defeated to free this world. Towards the end, she turned her back on her corrupt brethren and begrudgingly sided with the Sins.  They'd call her a good friend now, but she not so secretly considers them vastly inferior.
