Fun fact, Schneizel tried to have Suzaku killed during this operation, thats why he was spared. But with Euphy loving him he decides to change his plans because he dosnt want to antagonize Cornelia. PPL fearing Cornelia is why Euphemia grew up kindhearted unlike their evil backstabbing siblings.

I think you are right in the Clovis was a POS. All of the people talking kindly of him after his death are his siblings, and none these siblings were in Japan while it was under his rule. So, they are thinking fondly of him with personal memories of their childhood. Maybe I am wrong on that point, but if I am wrong, then maybe an alternate explanation is that his acts of atrocity would just be chalked up to a ruler "subjugating an uprising" or "doing what is necessary" from their privileged Britannia world view. I think Cornelia said in an earlier episode that "discrimination against numbers is national policy" or something to that effect. Considering a great deal of the fond compliments came from Euphy, I am more apt to believe the first explanation over the second one. Maybe for Schneizel or Cornelia who also have positions of leadership it would be a combination of both possible explanations. Who knows... Regardless of whatever the specific details, that feeling of conflicting thoughts that hearing people speaking fondly of Clovis causes to stir in us, I think was intentional on the creators part.
