I saw a comment somewhere pointing out that when Cooper talked about someone being "ugly, strong and not having dignity," it was like he was talking to the current day Ghoul. Hell of the thing to hear from your own mouth. As for why Snip Snip bothered to heal Lucy before taking her organs, I can only imagine that he was reprogramed by someone lazy and/or stupid. It seemed like he rewired to harvest organs, but nobody deactivated his good manners and directive to heal injuries, hence the cool zombie finger.

Cannibalism is an option in the game. When your character is starving , irradiated, thirsty, and you see the bodies of the raiders you've just killed... It just gets easier. You can eat mutants and ghouls too if you take the abomination perk. Basically if you can kill it you can eat it, except robots.
