can anyone help me put these characters into mugen? i follow the steps to the T but they never go into the game

how do i get the content to work in the game i added this file to the characters folder and extracted it there but it's not working

typically you just add the file to your characters folder, then edit your select.def in order to make the character selectable. or use the program Vselect to edit your select screen.
