the town only had non-violent and non-pedophilic residents. like people who have flashed adults or gotten a statutory rape charge despite minuscule age differences. that's why tara says they aren't bad people and why there's such a screening process. i'm pretty sure all those residents would've been people you wouldn't sentence with the death penalty. idk how they missed the fact that children were present w/ that one guy but he was only allowed because they thought that he had only flashed adult women. people choose to live there not because they're horrible pedophiles or rapists, but because the general public is able to look up sex offenders in the area but often won't look up what their offense was, or they can't look that up, i'm not totally sure. they'll essentially be harassed and isolated because people see sex offender and don't realize that includes minor stuff like peeing at a public park etc. not that i blame people for reacting like that but a lot of the time it'll lead to unfair treatment so these people just decided to isolate themselves rather than be forcibly isolated by the court of public opinion. for example we can go WAY back in the show to s1e13, what fresh hell. the team works on a child abduction they believe to be motivated by pedophelia. the distraught father of the abducted kid gets his hands on a list of sex offenders in the neighborhood, chooses one at random, and beats the living shit out of him. i think maybe derek or hotch or elle pulls him off of the man. the father is upset and screams about how he's a sick pedophile even if he isn't the one who has his daughter and they have to inform him the man's offense was soliciting a prostitute. obviously that exact scenario isn't that common but you can kinda see how stuff like that happens and how it would happen enough for a town like this to be formed and for people to choose to move there.
