The "Zombie Flash" is Zoom/Hunter Zolomon. After Barry/The Flash defeated Zoom in The Flash Season 2 finale we see the Time Wraiths come in and take Zoom away. As they take him away (if you watch carefully) we see them turn him into this "Zombie Flash" and make him their enforcer. This is NOT explained on the show. They expect people to have seen The Flash's Season 2 finale, and for most of the audience to be fans and familiar with the comic book source material. Reactors who are familiar went nuts when he showed up here.
