And I'm thinking of 'Letters from a Birmingham Jail' now, and Reverend King's disdain shown there... the problem with calls to wait for 'the right time' and to work 'within the system' is that both allow for lots of pious pretense along with excuses for never actually getting around to doing anything.

Poor Jentzen, despite the council being "fair and just", I don't think he's gonna win this case. All the evidences are stacked against him, and the edicts set by parliament cannot be overruled. It's gonna take a miracle for him to avoid being banished.

Personally words like Vichy and Quisling are my go to examples, but yes, that too. On the other hand, Caytlin is playing Mystery Box with a lot of topics, including what the Edicts specifically say, and exactly how Parliament would react. Given that there are easily available books that can be given to children on the topic of abroad, there may be wriggle room. And if a likely reaction is 'large army of soldiers with guns and flame throwers turn up' then the council's position might be a bit more understandable.
