Now that Anne says that in the last panel, I never thought to ask: What are her default proportions, now that it has been revealed that she consciously made herself thin with her quirk?

A great question, actually! See, Anne doesn't really have "default" proportions, because her quirk is an activation type, rather than a transformation type. In other words, Fat Control doesn't merely simulate the process of becoming fatter or thinner, it literally changes her BMI. This means that whatever form Anne decides to take becomes her new default, and it takes conscious effort to change it. There is no real way of knowing what Anne would have looked like if she had never used her quirk. There is only how she looks now, and how she may choose to change it.
