Commission prices and tier updates (Patreon)

So after looking closely at finances, I've decided to make a couple of decisions.  

First off, I'm gonna be raising my normal prices by a certain percentage. Monthly tiers will not be affected by this at this time, at least not for a few more months.  

That said, my other decision is to add a permanent 10% commissions discount for all $2+ patrons and toss the "quarterly discounts" concept, as it just seems to not make much sense at this time, especially since I can't guarantee I'll be able to take commissions during those designated months. I'll still have random bigger discounts at points too, like 20% off busts and stuff every now and then!
