How do you install the deb file? When I use Xina it says some Chinese text then I click okay, respring, but nothing changes. And if I use Filza it says dpkg not found.

The comment above you says installed with Xina File Manager. Is this how you tried to install? I personally don't have this jailbreak but I know many people have installed it without issues. Are you using the updated Filza? It has to be Filza version 4.0.0 released December 11th.
