but i imagine Luna entrusted Prompto to Regis to hide him as a child 

And he just well....life got busy

But also Prom wasnt to know who or what he was so living an ordinary life was technically what Luna wanted for him

But not in the way it happened

Luna still gently directed Prompto to Noctis

But something has happened that's either exposed Prompto to the people who would like to have him (Ardyn and Niflheim) 

or hes been badly hurt

And she's had enough - shes forgiven the guardian situation because it was hidden both by Proms kindness to his guardians and their facetiousness

But this is too far and she's decided they no longer deserve to have him

Maybe it was aiding Regis with his powers and the way the crystal affected him

He's like a lil battery

So when hes removed from Insomnia Regis feels the affects - its still a slow drain but he had been aging totally normally since Prompto arrived

She doesnt begrudge Noctis - tells him to continue writing her only now it will be prompto

But until Prompto has been trained he's not safe in their care

So basically - Get your shit together in the time we train him and we'll see where we go from there.
