Prompto tells Noctis he can't keep going as a dirty secret. While he knows anything Noct does is purely for the cameras and there's no intent behind it

Prom breaks up with him but makes sure Noctis knows he's not abandoning him but he needs a little time to heal and then they'll be the best friends they always were.

I kind of imagine it's Regis that suggests 'Why don't you tell everyone?' 'I can do that?'

Regis probably hadnt meant to suggest it but Noctis was so heartbroken - he's probably never seen him like this so he realises in the grand scheme of things would he rather lose his son's happiness or deal with a temporary scandal.

Maybe Noctis knows Proms TV schedule so he makes sure that his pre recorded announcement is shown during the commercials or at the end. Pre recorded so he can get himself to Prom and hopefully fix things.

But its Prom so of course he can.
