Prom and Nocts relationship was raising some suspicions so there was a meeting and one of the council members was like 'I can make this go away'

And everyone was like 'okay cool'

Because they respect Noct and Proms puppy love so they assume no one there would do anything harmful

So they assumed the person hit the papers with a cease and desist

Not arrange for Noct to hang out with a dignitaries daughter who knew the plan
