4 or 5 numbers doesn't seem like alot if it was a simple cypher but if you had a codebook of some kind, 4 numbers =10,000 potential codes, 5 numbers =100,000 possible entries in the code book. Who knows. Also its a bit strange to think the ussr was the only one spying on you, the KCIA ran influence operations on the US, China has been caught spying on you since at least 1999.

They just phrased it in a way that implied it was weird that the stations kept running after the fall of the ussr, as if the ussr was only possible entity spying on the us
