Is Steven a mob boss? Not explicitly... but I can see him being the head of a Pokemon Contest organization - something glamorous but also dangerous. 

He SEEMS like a bad guy, but when you meet him outside of battle (when he's not turning around in a spinny chair with ominous underlighting while holding Carbink in his lap and monologuing) you realize that he's the type of trainer that dotes on his Pokemon to the point of ridiculousness, and sets up a private marriage ceremony in his rooftop garden for them. (Darcy and Salem did not know nor care about what a wedding is, but they did enjoy the afterparty, which was a win for everyone.)

Sounds perfectly like Jessie and James complete with the backstory of abuse, abandonment, and poverty resulting in found family and often more heroic traits than the protagonist that the trio has.

Steven gets introduced in the game and everyone is like "oh HE'S the bad guy" and then five minutes later Steven is swirling his Carbink in the air and hannding the trainer helpful items and the trainer is like "??? But I thought you were the bad guy???"

If you zoom in REALLY close she's actually visible in the PokeBall! But I don't want her just flopping on the ground sadly lol
