Yes, it is a throwback to the original cover of the first book, "Mobilized!"

The cover for book #4 sat like THIS for a long time: 

I felt like it needed something else. I thought about what that could be.... something DIFFERENT.... but what? What could I add? What could shake things up a bit?

It is Specialist Ricardo, but saved as "dejected guy lineart".

Annnndd... the final product! SURPRISE!

I wanted to do a cover featuring one of the female soldiers, since I did not have a cover like that yet and the female characters play a big role in the story. I couldn't ignore them. Woman and girls are a MAJOR comic audience out there and only a fool overlooks that. 

Anyhow... Yay! It will be printed... "sometime soon"!
