I work for the United States Immigration Service. I made a couple comics depicting that agency, which management told me never to make public. But we're not public here, we're fam, right? 

An "I-130" is "Immigration form 130", a petition to allow a foreign relative to come live legally in the US with you. It can be any relative, but spouses, parents, children, and siblings are the most common types applied for. And since Pharaohs of Ancient Egypt commonly married brother & sister, that's two birds with one stone!

Here we have the I-751/J, or "Immigration form 751/Joint filing". So here's how it works:

If you are a US Citizen and you have a foreign spouse, you can bring that spouse over on an I-130 (see above comic). However, the ONLY reason your spouse is in the country is because he or she has a relationship to YOU. Their immigration is conditional on your marriage. 

So if you file an I-751/J, you are filing a "petition to remove conditions on immigration status". It means that, irregardless of your marital status, the person is now able to live freely within the US as any normal immigrant-- even if you get a divorce. The "/J" part at the end of I-751/J means "Joint filing", as in you are filing the form together with your spouse.

There is also the "I-751/W", where "/W" means "Withheld". That means the American citizen spouse withheld their consent.  This happens in situations where the foreign spouse came to the US in a good-faith marriage, but the US citizen spouse became abusive or something terrible. 

So the joke is, when a smoking hot young woman comes over to marry some decrepit old American guy, the I-751/J will be filed within the year, and the starry-eyed and foolishly naive old guy will gladly file to show his wife how much he loves and trusts her, and she will be gone by the time the ink is dry.
