Before Bram was stolen, Fukuchi probably just held Holy sword only once and simply gave an input command to Akutagawa and other vampires in the airport like "Follow Fukuchi's order", and to Chuuya might be like "Follow Fyodor's order", or something like that. But after Bram was stolen, he couldn't give further command to the do the next move. So if he want to make chaos to the world, he need to find Bram first and give command to vampire-people far away by using him. And that scene with Bram and the vampire guy, Bram didn't control him, he just scared him off. Since he's a source of the power, so it might affect the vampire a little bit. Don't worry that you would miss something, it still haven't shown how Chuuya turned into the Vampire. I think he probably was bitten by someone very close to him or someone he trusted because it would be the reason he let his guard down (could be the same way as when he got stabbed by his friend in Age Fifteen arc). Also, the only one who could tell Tetcho that Jouno was bitten could be no one except Fukuchi. Remember that he is Hunting Dogs Commander, so he could tell any lie to his subordinates, including ADA responsible for vampire.

That's the only thing that would make sense. It was an old order that's still being followed. Good point. We need Teruko to chill and listen to Rampo, so she can be convinced and fill in Tetcho. We need everyone on board to take on Fukuchi.
