Something interesting that they ( especially in the 2nd Case) couldnt include in the Anime. First off, Halbert started to pick a Fight with Souma in the Cafe, when he stood up and tryed to grab him by his Collar, before he could even Blink, he had Aisha on him who, like in the Anime, had his Head in a Deathgrip, Liscia, who stood on Halberts Side, with her Rapier drawn and pointing the End of it at his Throat, and even Juna stood behind him, and pointing a small Kitchen Knife at his Back, with a Smile on her, that didnt reached her Eyes ^^ Furthermore, Souma had a longer Talk with him, he mentioned for example to Halbert, if Lord Carmine would defeat him ( Souma) everyone who worked for him, like Kaede, would be punished according to Laws of the Kingdom, of which he answered that Lord Carmine would never do this. He also mentioned what he would do if the Soldiers plundered and raped the Defeated, of which he also with a Angry Tone answered that Duke Carmines Soldiers would never do this. Then, Souma shifted it for Halbert to the Fact that the Corrupt Nobles have there own Soldiers, and they hired Mercenaries from Zem. That those Mercenaries arent Bound by any Rules. He asked him what he will do if he goes to Duke Carmine, and he (Souma) gets defeated and he(Halbert) isnt there when the Mercenaries Rape Kaede, and then kill her when she is only a "Broken Toy" in the Eyes of the Mercenaries. This was then enough to finally calm down Halbert.

Just want to point out so you aren't confused "Forbidden Army" is like the national army. The Dukes have their own armies and finally those Zem Mercenaries where from the country of Zem, they were just mercenaries paid to help Souma's country before he cancelled the contract for that.

Yes, the Forbidden Army is the one that is stationed in the Capital City and includes the Royal Guard which protects the Castle and the Royal Family, Soldiers under the Leadership of the Nobles who live in Parnam City and some other Units.

Historically in Asian, peasants and lower rank officials were not allowed to go near the emperor's palace. On top of that, none of the opposite genders were allowed to go into his or hers harems/domestic spaces. the forbidden palace, the forbidden city, the forbidden army who only serves closely to the emperor, not even his or her families. etc etc. So maybe the author picked this wording instead of royal army.
