Yeah the Problem is, the Manga cut out a lot of Stuff from the Light Novel, like Raphtalias Teenager Form we saw here, a lot of the Worldbuilding Stuff etc. And yes, like you mentioned, Demi-Humans grow a Body that can handle a " High " Level, which mean, they grow into the Body of a 18-20 Year old, and after that they stay in it until they grow older ( which means, Raphtalia stays in her " Young Adult Form and will first start to grow normaly if she reaches a Age of 21 and older) on the other Side, if she lose her Levels or Reset them, she has her old Body back.

One important detail, the Waves spawn a crap ton of "grunts" but there's always a "boss" for each Wave, sometimes more than 1 depending on circumstances, but the Wave gets resolved much faster when the Boss Monster dies, and that just so happened to be the Chimera Monster that the 3 Heroes were fighting.... of course they didn't know this, most likely, but we're simply fighting it cause it was strong and a "test of their strength" so to say.

So the hourglass is their only means of predicting /when/ the next Wave will occur, destroying it will not stop them from coming, it'd only mean they'd be clueless and unable to prepare for the next Wave, whenever it would happen. And it's been around for a LONG time, there have been multiple sets of "Waves" throughout this world's history, as mentioned before, hence the need to summon heroes with legendary weapons, so the hourglass and Waves go hand-in-hand, when there's no catastrophe coming, it's basically dormant
