Okay so the difference between the "pledge of loyalty" and "governability experiment" as I see it, is that Cocytus merely wanted to save them and sorta let them stay independent yet loyal to Nazarick while Demiurge's suggestion would help everyone learn how to occupy and govern properly, to test their ruling abilities and hone their craft later down the line. So Cocytus was not as convincing as Demiurge, whose already been working with demihumans and beasts to better understand this world, and Ainz wanted to nurture Cocytus into thinking for himself as to /how/ it would turn out with the Lizardmen if they pledged loyalty, such as the details about governance lol

Honestly, it's not surprising that this episode's ending was making you tear up over the Lizard Men, it's hard /not/ to get emotional when a song by MYTH & ROID is playing as the BGM to ramp up the overall emotions. Of course it's certainly helped that Overlords done so well to introduce and develop these characters that we've become emotionally attached, and Madhouse knows how to mess with emotions when it comes to proper OST usage and execution of scenes that can make us cry lol

So I also sorta reacted the exact same way when it came to the first appearance of Gargantua, the arrival of Ainz, the building of skeleton-stairs and even the "discussion" between the LM delegates and Nazarick... It was crazy lol
