This may be an odd place for this question, but we have seen that there exists supernatural stuff outside of carnival we see them “subjugated” but what would happen if something came into carnival that it couldn’t handle easily? Or how it would deal with non hostile outsiders it couldn’t control?

I would love to answer this, but unfortunately, doing so would require major spoilers. I will say that such an intrusion is highly unlikely for several reasons yet to be revealed.

I have no idea how you pump out chapters so quickly with how complicated telling these storylines can be. So many moving parts.

All those stories are rather self contained. It means that what he needs to do is thinks of a good scenario (it's not like the horror material is lacking) and then include twists. Add a splash of overarching lore and progression. It helps not having to keep everything canon and plot holes aren't too important because they can just be assumed to be part of the "game". I assume this does however consume a LOT of their mind. I don't think they think about much else than this story.
