re: ensuring clubs get transfer fees, Kieran Maguire tweeted earlier that Middlesbrough have taken out a loan from Macquarie Bank based on the sale of Chuba Akpom to Ajax (based on Companies House documents). Someone in the comments suggested that fees between English clubs are guaranteed by the FA.
