OK, I give in! After multiple requests for my own Starfield fix despite the existing ini tweaks, I finally got access to the game and decided to look into it to see if I can offer a simple drop-in solution as an alternative.
Some of the things were easy to find in the code, but then getting it right as to not break anything was much harder.
For example, one of the issues previously reported in relation to the hex fix and then also noted by me in relation to mine was the squeezed weapon model in the inventory. Addressing this part alone required completely reworking my WIP solution.
Another thing on the more complex end was ensuring that the weapons model is perfectly adjusted to match 16:9 at any aspect ratio without affecting the overall FOV or the user having to calculate. The former probably makes my fix unique compared to the manual config edits and the cheat table. I haven't looked at it, and it's probably for Steam only, but to make use of it, one would have to have Cheat Engine, run it every time they play, and also know the exact value to set it to if they are seeking perfection. They'd also have to account for the overall FOV change if relying on the config.
An additional benefit to my approach is that the weapon FOV adjustment will work regardless of whether you are loading an existing saved game or have interacted with something to enable it.
Naturally, the fix not only removes the black bars from the main view at anything wider than ultrawide, but also from the photo mode, which too required more work and experimentation.
Should you use it? It's absolutely up to you, and from its page I'm also linking to the previously linked config tweaks to let everyone decide. Mixing and matching should work too, but it's best to go vanilla at least for the first preview of my solution.
