This was supposed to be 1 episode, but they ended up with a cut that was too long for a single episode & too short for a 2 parter. They really liked what they had so instead of cutting stuff or trying to ask Syfy for a 90 minute block of TV time they went back & shot all of the documentary footage that was inserted in to pad it out so they could split it into 2 episodes

To answer Tony's "what did carter think she was humming" from the comments - my headcanon is that the SG1 theme is music that plays in the mountain or something like elevator music or music that plays in a store.

Yes. Senator Kinsey is the same guy at the end of season 1 who tried shutting down the Stargate program by cutting its funding. I'm actually surprised you remember it was him considering we don't see him again until season 4 where he was involved in the blackmailing of General Hammond to get him to step down.
