Lady Vic is a Nightwing villain, she usually doesnt fight Babs. Her backstory in comics is that she's an english aristocrat who's family is poor so she does mercenary jobs to get money to keep the family manor in good shape. Her real name is Lady Elaine marsh-Morton. Lady Vic is short for Lady Victim. She's a fun villain but her costume is crappy, it covers barely anything (just her nips really)

Lady Vic is working for Scarecrow. And Crane probably now knows all about Bruce Wayne and Batman because of Jason. So there could be where she found out about the phone and how to fake the message.

I suppose Dick and Barbara going around thieving was mainly them rebelling against their dads. I'd call it a case of teenage rebellion but... well, they're obviously not teenagers.
