You wondered whether that Perdi (I believe his name is Thierry) is deaf or mute because he is able to understand what Anissa is saying. However, some deaf people are very skilled lip readers and that would explain why he can understand what Annisa is saying. Of course, there is a chance that you have no idea what lip reading is.

I believe the reason why Anissa has another secret identity is that the Odell knows that she is Thunder and would have the ASA stop her from freeing the metahumans.

It was said in this episode that Anissa and Jennifer remain free as long as they don't use their abilities. The ASA knows Anissa is Thunder. Blackbird is her secret identity to hide from the ASA.
