At this point in the show there is a new "person of interest" each week. There is a story being built in the background though. It takes a few more episodes until they get more into the main storyline that will carry the season. These first few shows were made for you to get to know John, Finch, Carter, and Fusco (to a lesser degree).

You can still press charges on sexual assaults if it's within a certain time. It depends on the jurisdiction for how long you have. Some states in the US are less than 10 years. Some states have abolished the statue of limitations meaning you have as long as you want. The problem is the further you get away from the actual assault the harder it is to prove. Some sad statistics for you. Studies say that up to 80% of sexual assaults aren't reported. Less than 1% of sexual assaults lead to a felony conviction. That 1% stat is as low as it is in part because of all the unreported cases. Most of those cases are unreported because of how few convictions there are though. (These stats are for the U.S..)
