80% of the population has quirks but not all of them are exactly good for fighting. Also only licensed heroes are allowed to use their quirks to hurt criminals, even the cops that have quirks don't use them, which yea is kinda silly but that's how the laws work in this world

Also Iida taking the Ingenium name from his brother is because he is paralyzed and can't be a hero anymore so his brother wanted him to take his hero name.

Ida's brother has been permanently disabled. This is why he's asked him to take over the name. He's not dead, just effectively retired for medical reasons.
