It was VERY 90s. But watching it when it aired it made a lot more sense. Popularity was one of the biggest high school tropes at the time, look at the teen movies from the time period like She's All That or Can't Hardly Wait. This moved things to a more serialised TV format and was the basis of what would eventually become Glee (they were both created by Ryan Murphy).

This episode was basically part one of a two part pilot. The 2nd episode aired the next day and ended with a bit of a twist.

Steven Winthrop

Agree with Tom this was really a 2 part episode and the show starts very cringy and 90s but by mid-season 1 it finds its place as a true parody of high school life. The first season finale remains one of my favorite hours of television.
