The show likes to make Angel's cell phone issues into a bit of a joke, but in reality, given the year this takes place, even in a major city like L.A. the reception would be nowhere near as good as it is today. Also, Cordy isn't doing that great financially right now. I'm sure any phone she may have bought for Angel would be a pretty bad one. In the late 90's and early 2000's the call quality difference on a cheap budget cell phone compared to a more expensive one would be greater then the difference between a budget one today and a high end one today.
