I appreciate Jay's effort, but the seeding should be 4 separate 1-16s, like March Madness. I think you could easily find groups of 4 across the MCU with fairly even skills and strengths (e.g. All of the humans are 16s or 15s depending on abilities, All Wikandans are like 5s or 6s...) Also ... how could Ralph not take a swat at Gwyneth Paltrow? (isn't she on his shit list of out of touch people?) I don't think Pepper Potts would have made it through a "play in game" to even make this list.
