Young Torosaurus have never been discovered, so this one is based primarily on baby Triceratops, with slight modifications (namely a smaller nose horn and longer frill). Interestingly about Triceratops growth, the babies hatch with nubs that grow into upward-curving horns, which then begin to curve downwards as they approach adulthood. Most Triceratops you see in museums and pop culture are based on subadults, which have sideways S-shaped brow horns, but older adults have horns that just curve downwards. The reason for this growth pattern is not known; maybe it was easier to stab predators with upward strikes when you were smaller and downward strikes when you're bigger?

was this spike growth the inspiration for the blue devil's horn growth pattern?

Partly, but this sort of weird back and forth growth stages thing was common amongst pterosaurs and non-avian dinosaurs and skuorcs are basically neo-dinosaurs so they follow that principle a lot.
