So in the Netherlands a while back there were similar farmers' protests that kicked off after the government was forced by the judicial branch to live up to its' own stated norms for nitrogen pollution. The government then put the blame and solution for this largely on farmers. When the farmers protested, police response was similarly tame, and the government also just waited it out. There was more media coverage though. On the ideological and social movement level, the farmers were played out against enviromental activists like Extinction Rebellion. With the government being able to present itself as a reasonable middle ground between climate extremists and (bigoted, conservative etc) farmers. As a result, leftists were moaning about "why dont they arrest the farmers when they block highways??" (even though the police sometimes did intervene), people who support the farmers "why dont they do anything about those hippies blocking the highways?" (even though the police usually intervenes. And heavy polluting large industry like steel plants (tata steel) and airports (schiphol) just continuing business as usual in the background.
