On the topic of GW selling rules and not making them free: There is one specific company they want to mimic and that's Hasbro/WoTC. Specifically, they want you to cycle through buying product in the same length of cycle as MTG AND they want to be able to sell off rules in the same way that DnD does. GW aspires to be as successful as Hasbro
